This error is looking more like a system dll or dcom security issue.
 
Is there anything in the application or system event logs around the time this started happening?
 
Security changes?  Automatic updates? etc...
 
Here are some security areas to check:
All folders under under \Program Files\RGE INC
The registry hive for RGE software (HKEY_LOCAL_MACHINE\Software\RGE INC)
The \Program Files\Common Files\RGE INC folder.
And of course, system libraries, dll's, ocx's in the System32 folder.
 
One area where I have seen strange behavior by other software is with MSXML 4.
You may need to re-install MSXML on the system if for some reason it has become corrupt or partiall updated.
